Hari Dahal, is a retired Secretary of the Government of Nepal (Office of the Prime Minister and Council of Ministers) with more than 30 years of service in the Ministry of Agriculture Development. He is also a Visiting Faculty to Kathmandu University and a Technical Sub-Committee Coordinator for Skills Testing Program of Council of Technical Education and Vocational Training. He had served as the Spokesperson of the Ministry of Agriculture Development for over five years and made substantial contribution to media relations and advocacy. He also served as the Focal Person for the International Treaty on Plant Genetic Resources for Food and Agriculture (FAO) and as Designated National Authority (DNA) for Rotterdam Convention. He was Governing Board Member of SAARC Agriculture Center in Dhaka, Bangladesh from 2004 to 2007.


During his tenure in the government he had led and participated in a variety of high level international meetings including Ministerial level visits to the State of Israel for signing of an Agreement between the two governments on cooperation in the field of agriculture; participated as the Advisor to the Thirty-First Session of the Governing Council Meeting of International Fund for Agriculture Development (IFAD) in Rome; World Summit on Food Security and 36th Session of FAO in Rome; the 3rd Berlin Summit for Agriculture Ministers and International Green Week Berlin, in Germany and the 4th GB Meeting of ITPGRFA held in Bali in Indonesia. Similarly, he was one of the members of the delegates for India-Nepal Joint Committee on Water Resources (4th Meeting) in 2009 and two Inter-Government Committee (IGC) Meetings on Bilateral Trade and Commerce held in New Delhi in 2008 and 2009 respectively.


Dr Dahal has held a number of leadership positions including Chairperson of Board of Directors of Agriculture Input Company Ltd; GB Member of Nepal Food Corporation; Nepal Tea and Coffee Board; Advisory Board Member and the Thematic Group Coordinator (Agriculture and Food Security) of National Adaptation Program of Action (NAPA) for Climate Change (2010). He served as member and chair for a variety of Project Steering Committees and also was a founder Editor-in Chief of Agriculture and Environment Journal. He taught Research Methodology and Thesis Writing course to post graduate students over a decade in colleges under Pokhara University and advised students in developing theses and dissertations. He had also led and conducted a number of consultancy services with institutions that include United Nations/ESCAP, FAO, Samarth-NMDP (DFID funded), Plan International and Mercy Corp.


He is known for his contribution to the development of Nepalese Agriculture in general and policy supports to food security, environment and climate change in particular while working in the government. He holds a Ph D in Rural and Regional Planning from the Asian Institute of Technology, Thailand; a Master in Rural Development from the Benguet State University, Philippines and a B Sc Agr Hons from the Punjab Agricultural University, India. He has also received a College Certificate in Monitoring and Evaluation of Agricultural Projects from the University of London/Wye College (now Imperial College London), United Kingdom.
